COOPERSTOWN — Sixty-three residents of the Otsego County nursing home, The Meadows, have signed a petition opposing building a new jail nearby. Copies of the petition have been sent to all 14 members of the Otsego County Board of Representatives.

Rep. Carl Higgins, chairman of the board, said he had no argument with the right of the residents of the 174-bed nursing home expressing their views.

“I don’t know what precipitated it,” Higgins said Thursday night.

The petition states the nursing home residents dislike having a jail nearby because it would cause them “undue stress.”

Members of the county Buildings Committee are considering whether to combine the proposed jail and the proposed central kitchen, either by including central kitchen within the jail or by designing central kitchen to serve two purposes — providing meals to the elderly and jail inmates.

Officials revealed Monday that an all-time high total of 940 persons filed for unemployment benefits at the local office in mid-February.

The facts were equally grim in the picture from the Otsego-Delaware County area served by staff members of the Oneonta office of the New York State Employment Service.

Alfred Frieman, manager of the Oneonta office, revealed Monday that 2,592 persons were drawing unemployment in the area as of March 1, which is 520 more that were on the unemployment roles March 1, 1963 (2,093) and 804 more claims than were recorded as of March 1, 1962.

Like Oneonta, Sidney (also a reporting point serviced out of the Oneonta office) hit a new peak in unemployment in February with 582 applications for benefits this year as against 410 in February 1958 and 510 in February 1963.
