Dec. 23, 1988

WALTON — The president and chief executive officer of Delaware Valley Hospital in Walton is resigning from his position to join a larger hospital in Michigan.

Brian Mitteer, administrator at DVH since 1984 who helped defeat a state proposal to close rural hospitals in Delaware County, said he has accepted a position at War Memorial Hospital in Sault Ste. Marie, Mich. His resignation becomes effective Feb. 5.

Mitteer criticized the lack of understanding of rural hospital needs in the state Health Department and unbalanced financial reimbursements from the state as affecting his decision.

“Urban health care receives a larger reimbursement amount for each patient than we do,” he said, in programs such as Medicare.

DVH recently fulfilled a state mandate to hook up with a larger institution. The 40-bed hospital will receive services, such as projections on reimbursements prior to receiving the money, through United Health Services of Binghamton.

Mitteer said he is not leaving because of the new agreement with UHS. He said the move will be a step up in his career.

David Carroll, chairman of DVH's board of trustees, said the board is disappointed that Mitteer will be leaving. “We like Brian very much,” he said.

Mitteer was instrumental in turning around the state's decision to close DVH two years ago, Carroll said. Mitteer vowed to fight the idea when the state recommended closure of DVH and Community Hospital in Stamford.

He simply wants to be able to open the city's winter sport facilities that include a ski-tow out East Street, a hockey rink in Neahwa Park and a skating pond near the hockey rink.
