The new, clean, brightly lit billiard room on Market Street is a dramatic contrast to the dark, smoke filled pool halls of the past.

Owner Peter Lipton said he designed the business, which opened at the end of August, after several he has seen in New Jersey and Arizona, where he’s lived with his wife, M.J., for the last few years.

“I had this dream for 20 years to have my own billiards place,” said Lipton.

The billiard room is a means of getting away from the pressures Lipton had in a sales consulting business, he said.

Lipton decided to equip Brass Rail Billiards with eight pool tables measuring 4.5 feet wide by 9 feet long and costing more than $2,000 a piece.

He is hoping to attract women as well as men to the business. He said he will not put up with any rowdiness or foul language. Gambling is not allowed either, he said.

With just a few weeks of business behind him, Lipton said he has already developed a regular clientele.

Lipton does not sell alcoholic beverages or snacks but plans to get a refrigerator to provide soft drinks.

“I am hoping to provide a monthly tournament,” Lipton said.

Construction of the Davenport Center flood control dam could have reduced damage by 80 percent in the April 1960 flood, according to the U.S. Army Corps of Engineers.

Planning consultant John Calbreath Burdis read a letter from the Corps of Engineers at Thursday night’s meeting in City Hall, which stated that construction of the Davenport Center reservoir and the West Oneonta reservoir have been deferred “because of opposition expressed by local interests.”
