Otsego and Delaware counties are home to the biggest housing boom in New York State, with a jump of 157 percent in home sales from 1986 to 1987, according to the New York State Association of Realtors.

The state as a whole averaged only a 4.8 percent increase. Upstate marked a 1.6 percent increase.

The association’s statistics don’t include the boom in new homes being built, said Mark Morano, association spokesman. Otsego County has issued 341 building permits in 1987, said James Leo, county codes enforcement officer. Delaware County figures were not available, but the building boom is widely apparent, officials have said.

Interest rates have also been more favorable since October’s Black Monday stock market crash, Morano said. Rates were about 11 percent before the crash and are now about 10 and a half percent for a 30-year fixed rate mortgage, he said.

Fred Shaver, an Oneonta real estate agent and president of the Otsego-Delaware Board of Realtors, attributed the bulk of the increase to downstate buyers looking for cheaper housing away from the bustle of the New York metropolitan area.

Most of the homes being sold are in Oneonta, Cooperstown and throughout Delaware County, Shaver said.
