Women arrested for drugs

Two area women who allegedly possessed cocaine were arrested in Harpersfield on Saturday after a traffic stop, according to Delaware County deputies.

Samantha L. Roupp, 22, was charged with two felony counts of third-degree criminal possession of a controlled substance.

Kelly M. Abbes, 35, of Davenport, was a passenger in Roupp's car. Abbes was charged with a felony count of fifth-degree criminal possession of a controlled substance in the fifth degree.

The Delaware County Drug Enforcement Unit, including members of the county sheriff's office, county probation department, county special investigations unit and state police, made the arrest.

Deputies said that at the traffic stop on state Highway 23, Roupp was found in possession of 15 baggies of cocaine, packaged for resale, with a total weight of about 12 grams.

During a search of her residence, deputies discovered about 38 grams of powder cocaine. More than $1,600 in cash was also seized from Roupp, and her vehicle was impounded.

Abbes allegedly had three small baggies of powder cocaine, with a total weight of approximately 2.4 grams.

Roupp and Abbes were arraigned in Delhi Town Court. Abbes was released on her own recognizance, and Roupp was jailed on $50,000 cash bail or $100,000 bond. A felony hearing for Roupp is scheduled at 1 p.m. Thursday.
