July 02, 2009 12:00 am Richfield Springs has a new mayor, Ronald Frohne II, who was appointed at a special village board meeting Tuesday night. Frohne, 36, succeeds John Garbera II, who resigned effective Tuesday in this village on U.S. Route 20 in Northern Otsego County. On Wednesday, village Clerk Diane Blackwell said Garbera resigned ``for personal reasons.'' Garbera, 62, was in the last year of his first full two-year term. Frohne could not be reached for comment by telephone Wednesday afternoon. He was nominated by Trustee Raymond Patrick, his nomination was seconded by Trustee John O'Connor and the vote to approve him was unanimous, said Blackwell. The village board is scheduled to meet next at 7 p.m. July 14, she said. Frohne's appointment is for the balance of Garbera's term. To remain in office, he will have to run for election next spring.
