July 19, 2008 04:00 am Time Warner Cable has severed its relationship with an Endicott installation contractor, a Time Warner official said in a letter dated Friday. Joseph J. Devine, 36, of Endicott, turned himself in July 2 to Oneonta police after allegedly fondling a 23-year-old West Street woman the same day while working as a Time Warner Cable subcontactor through Sure Connect, police said at the time. He was charged with first-degree sexual abuse, a felony, and second-degree unlawful imprisonment, a misdemeanor. Devine is a Level 1 registered sex offender, according to the state Department of Criminal Justice. He was released on $15,000 bail and was previously reported to have a Tuesday court date in Oneonta City Court. Time Warner Cable vice president for public and governmental relations David Whalen, who wrote the letter, did not return two phone calls for comment Friday. But he said in the letter that "nothing is more important than the trust our customers place in us by allowing us into their homes." The company has terminated its contract with Sure Connect. In addition, it is requiring contractors to have a notarized certification that a background check has been performed on each employee that does work for Time Warner Cable. This is in addition to the previous requirement that a background check be done on all personnel performing services in customer's homes. "We will audit our contractors' compliance with their contractural obligations," Whalen said, including regularly reviewing such records without prior notice.
