Chenango man charged in rape

GUILFORD _ A 26-year-old Norwich man was arrested Saturday on a first-degree rape charge.

Billy J. McGinnis was charged about three and a half hours after an alleged forcible rape in the town of Guilford was reported to state police at 7 p.m., according to blotter information from troopers.

In addition to the first-degree rape charge, McGinnis was also charged with forcible touching. He was arraigned and sent to Chenango County jail on $25,000 bail to await further court action.

No additional information was available from state police.

City to interview code hopefuls

ONEONTA _ The Common Council will meet in an executive session today to interview candidates for the code enforcement officer position.

"There won't be any action taken," Mayor John Nader said Monday night.

Peter Friedman retired as the city's code enforcement officer Feb. 20, 2008.

The delay in hiring a replacement was largely because of the civil service examination schedule for code enforcement officer, Nader said.

The top four candidates on a civil service list were offered interviews, Nader said. Normally, a municipality must choose from among the top three on the list, which is generated through a civil service examination. But there was a tie among the top three, Nader said previously.

Fifth Ward Alderman Rodger Moran is among the top four, Nader said. The council will meet at 6 p.m. in the mayor's conference room.

Three arrested after thefts

BURLINGTON _ Three people were arrested following an investigation into lumber and other building materials stolen from private property in Burlington, Otsego deputies said.

Billy Bates, 17, of Burlington Flats, was arrested Aug. 28 and Joshua A. Landauer, 17 of Earlville, was arrested Wednesday, charged with fourth-degree grand larceny and trespass, and sent to the Otsego County jail on $2,000 bail, deputies said.

Howard Roper Jr., 48, of Burlington Flats, was arrested Aug. 27 and released on $1,000 bail, deputies said. The three are to appear at a later date.

Teens charged in vehicle theft

MILFORD _ Two teens were arrested Aug. 26 after their car broke down and they took a vehicle from a Milford farm, Otsego deputies said.

Lucas T. Dane, 18, of Burlington Flats, and Brandon S. Hilts, 17, of Edmeston, were charged with third-degree burglary, third-degree grand larceny, criminal possession of stolen property and miscellaneous traffic violations, deputies said.

They were each released on $3,000 bail to appear Wednesday in Hartwick Town Court.

College Council to meet Friday

ONEONTA _ The College Council of the State University College at Oneonta will meet at 4:30 p.m. Friday in Room 103 of the Morris Conference Center on campus.

At the meeting, college President Nancy Kleniewski will deliver a report on the college. The council also will hear a report from Oneonta Auxiliary Services on changes in meal plans and dining facilities.

Each state-operated campus in the SUNY system has its own council. The members of each council are appointed by the governor for seven-year terms with the exception of the student representative, who is elected by the student body.
