---- — Six kids seized from ‘horrid’ homes
Six Chenango County children and several dogs were taken away from two families after authorities said they found them living in squalid conditions in two trailers at the Valley View Trailer Park in North Norwich.
“The smell was unbearable,” said Chenango County Sheriff’s Department Detective Gary Miller, noting the homes were littered with dog and human feces and were infested with insects.
He said officials who went into the trailers described the conditions as “horrid.”
Four adults were charged with child endangerment and animal cruelty after child protective services caseworkers relocated the children — ages 9 through 17 — with relatives on Sunday, the detective said. The dogs were placed at the Every Dogs Dream rescue shelter in Greene.
Those arrested included: Norman Hebert, 39, his wife, Barbara Hebert, 37; Norman Fuller, 40, and Stacy Cox, 40. Four of the children were residing with the Heberts, while the other two were living with Fuller and Cox, Miller said.
In a separate case, the Chenango County Sheriff’s Department reported that a Norwich couple — Thomas E. Miller, 37, and Kristin J. Miller, 33 — were both sent to the county correctional facility for lack of $25,000 bail each after they were charged with second-degree rape and second-degree criminal sexual act.
Investigators said the two had sexual contact with a child less than 15 years of age. They were also charged with endangering the welfare of the child.
