---- — A wind chill advisory is in effect until 10 a.m. today, according to the National Weather Service at Binghamton.
With temperatures expected to stay in the single digits until midday and wind gusts up to 20 miles per hour, the NWS is advising residents of Otsego, Delaware and Chenango counties to dress warmly and limit time outside until the advisory is lifted. According to the NWS, frostbite can affect exposed skin within 30 minutes or less in these conditions.
