---- — The state of the city, a request for home rule legislation and over-occupancy in housing rentals will be topics at Common Council meetings this week.

Oneonta City Manager Michael Long, as required by the City Charter, will give a State of the City address at the council’s meeting in chambers on the second floor of City Hall downtown at 7 p.m. Tuesday. Long joined the city Oct. 1, and he is Oneonta’s first city manager.

At 6 p.m., Common Council members will meet for an informational meeting about enforcement of over-occupancy in rental housing.

City code enforcement officer Robert Chiappisi, city attorney David Merzig and Long will be present for the discussion, which will review the process from identifying over-occupancy to responding through city administrative efforts and taking cases to court, Mayor Dick Miller said Sunday.

Also at the 7 p.m. meeting, council members will vote on a resolution seeking home rule from the state Legislature regarding the Asa C. Allison Jr. Municipal Building, formerly the Armory.

The city obtained title to the property from the state in 2004 but with the stipulation that the property be “recreation purposed.’’ However, city officials have been investigating other uses or possible sale of the property.

The agenda also includes a proclamation for Otsego County Chamber week, as well as committee and liaison reports.
