---- — Oneonta’s Planning Commission will meet May 1 to consider if the site plan application for the proposed Hillside Commons student apartment complex is complete.
Newman Development Group of Vestal proposes building a four-story, 330-bed complex on Blodgett Drive in the city of Oneonta for full-time college students.
The proposed complex, which would be near the State University College at Oneonta, is an allowed use in the R3 High Density Residential District.
The meeting will be in the Science Wing at Oneonta High School at 6 p.m. May 1 and public comments will be taken, according to a media release from the city.
The proposed complex has drawn opposition and support from various sectors of the community, and the city has relocated several meetings to accommodate larger than usual attendance at city government sessions.
City planners tentatively were to consider if the developer’s application was complete at a meeting April 17, but that session was canceled to accommodate some adjustments to plans after issues were raised at the commission’s meeting April 10.
Under the State Environmental Quality Review Act, planners’ consideration of the project includes a study of the project’s environmental impacts.
After planners determine that the application is complete, the commission has 62 days under state guidelines to approve or reject the site plan, Dennis Finn, Planning Commission chairman, said Wednesday. The period may be extended if necessary, he said.
A public hearing on the SEQR form and other commission meeting dates depend on business conducted at the May 1 meeting, city officials said.
Separately, the Oneonta Common Council is considering an application from Newman Development Group for a tax abatement plan. The council’s next regularly scheduled meeting is May 7.
