Stamford board meets, handles mayor's death

The Stamford Village Board of Trustees held an emergency meeting Monday to address Mayor Michael Jacobs’ untimely passing.

Jacobs died Saturday at Delaware Valley Hospital in Walton after a heart attack. In a meeting that lasted 40 minutes, the board voted to have deputy Mayor Joan Hinman continue in that capacity until the next board meeting. She was also authorized to sign for all bank accounts.

At the next meeting, a new mayor could be appointed by the board to serve until March 2014. The appointment would likely come from the board members, village clerk Nancy Milea said. In that case, the new mayor would then appoint someone to fill the trustee position.

Although Hinman had run meetings before, “his (Jacobs) presence was missing,” Milea said. It was a little easier to conduct business once the meeting got started though, she said.

Hinman said she “knew Mike as a person. He was a really nice guy and a great mayor,” so the mood Monday was somber.

Milea has been a trustee for about 10 years. While she hadn’t been interested in the mayoral post, it made sense for her to fill the role now, she said, because she knows the responsibilities and is generally available during the day.

She didn’t want to vote for herself at Monday’s meeting and without that, there was not the quorum of three. Jacobs’ wife, Donna, a trustee, was absent from the meeting.

Hinman said she would vote for herself at the next regularly scheduled meeting Sept. 17, if her vote is needed.

Milea said whomever fills the trustee and mayor positions will have to run for re-election for the remaining year of the term next year.
