A Walton man caught through a surveillance camera was arrested after a passing a stopped school bus, Delaware County deputies said.
Deputies received a complaint that a motorist disregarded safety devices and passed a stopped Walton Central School District bus on Oct. 8. The bus was stopped, had emergency lights on, had activated its stop-arm and was discharging students when the vehicle passed, a media release said.
A review of a video surveillance recording made from the bus identified the vehicle and its operator, the release said.
James R. Copeland, 19, was charged with failure to stop for a school bus, a violation, and third-degree aggravated unlicensed operation, a misdemeanor, deputies said. He was to appear in court Wednesday.
