Three second-half goals by Allison Townsend rallied Downsville from a three-goal halftime deficit to a 3-3 tie with Delhi, and the Eagles won a penalty-kick shootout, 4-2, to win their tournament Saturday.
Backup goalie Krista Baxter had the clinching goal in the shootout, which Downsville won, 4-2.
The game officially counts as a tie as the shootout only determined the tournament winner.
Jean Viafore, Eva-Rae Andrews and Katie Darling scored first-half goals for the Bulldogs.
"We moved a lot of people around and tried to become more offensive-minded," Eagles coach Burt Reed said.
Townsend scored 1:09 into the second half, receiving a throughball before maneuvering around two defenders for a goal. About 1:30 later, she curled a 20-yard shot from left wing inside the near post to make it 3-2.
With two minutes left in regulation, Baxter sent a cross into the box that Townsend finished from close range.
Downsville goalie Mary Early had left in the second half after injuring her head in a collision with a Delhi player. Reed said Early is day-to-day.

Oneonta High's Nick Madison placed third in 17 minutes, 50 seconds Saturday at the Maine-Endwell Invitational.
Madison finished 33 seconds behind winner Max Straneva of Chenango Valley over the 3.1-mile course. Sullivan West's Colin Seidl placed second in 17:29.
The Yellowjackets finished seventh in the 10-team field with 177 points, one spot behind Delhi (172). M-E won with 64 points.
J.J. Padovani's 19th-place finish in 18:54 paced Delhi. Chris Burnett finished eighth (18:13) for an incomplete Bainbridge-Guilford team.
M-E's girls also won, with 32 points. Delhi, led by Sarah Cummings' 13th-place finish (22:34), was fourth at 102.
