Smart; but not smart enough! I recently came upon a Web link of the top 100 smartest cities in America. Oneonta hit the list at 91! Smart, right? http://www.policymic.com/articles/52995/you-ll-never-guess-what-the-smartest-city-in-america-is.
Then you read local newspaper reports that the town of Oneonta walked away from an unprecedented intermunicipal arrangement to extend city of Oneonta water to the Southside. Not too smart!
Let's get real: a joint city/town grant application would have a far greater chance of being approved, than the town going it alone approach. Smart people would know that, and truthfully, any granting agency (state or federal) that could possibly see a solo town of Oneonta water proposal as a state or regional priority should be shut down for stupidity and out-and-out incompetence.
