The former owner of the Oneonta Dress co. will be required to pay back at least $3,100 in overdue pay to employees of the company. If he pays the full restitution, he will not have a criminal record.

Steven Sakin of Fort Lee, N.J., former president of the Oneonta Co. Inc., which operated the Chestnut Street dress factory, plea bargained to misdemeanor scheming to defraud in Oneonta City Court Wednesday.

Sakin’s attorney, Richard McVinney, made the agreement with Paul Elkan, Otsego County district attorney, reducing the charge from felony first-degree scheming to defraud.

Elkan said he made the plea bargain because “the people are interested in getting their money back. I was looking out for the people who were damaged.

Sakin issued at least 29 checks to former Oneonta Dress Co. employees that bounced after the plant closed without notice in September. After failing to make good on the checks for the last two months, he was arrested Sunday in New Jersey on a warrant from Oneonta city police.

Marjorie Cohoon of Oneonta, who had two checks bounce, said she received her money Wednesday. “I could hardly believe it. I was pretty near sick after I worked so hard for the money,” she said. Mrs. Cohoon said she was satisfied just to get her money and did not care to see Sakin punished further.

Weary town highway crews were called out last night in below zero temperatures and stinging winds at 42 miles and hour to clear highways and back roads some of which were barricaded with eight foot snow drifts.

Town of Otsego Highway Superintendent Elmer Cross said he was plagued with snow drifts as high as eight to 10 feet.
