March 17, 2009 07:33 am The families of Jessica Elaine Brill and Hector Luis Ortiz announce the couple's engagement. The bride-to-be is the daughter of Joseph and Judith Brill of Oneonta. She is working in Washington, D.C., at a national not-for-profit consumer advocacy organization related to quality long-term care. Her fiance is the son of Vivian and Secun Ortiz of Barranquitas, Puerto Rico. He is a doctoral candidate at the Maxwell School of Citizen and Public Affairs at Syracuse University. The couple live in the D.C. area and plan to marry in a June 2010 wedding.
