NORWICH (AP) "" A 46-year-old man admitted killing the manager of the apartment complex he lived in during an argument, saying he was just coming down from a heroin high when he attacked her.

Daniel Brown Sr. surprised Chenango County court officials Monday with his sudden decision to plead guilty to second-degree murder in the March death of 45-year-old Tammy Periard.

Brown will be sentenced Dec. 14 by Judge Martin Smith. He faces a sentence ranging from 20 years to life in state prison.

Brown previously had rejected an offer by District Attorney Joseph McBride to reduce the charge from first- to second-degree murder.

"I'm a drug addict. I was coming off a high from painkillers and heroin," Brown said. "We had an argument over a money situation. I was selling things out of the house. She screamed at me. I got a little angry with her and shoved her."

Brown admitted strangling Periard with a bicycle security chain and then dragging her into his bedroom and raping her. Brown said he was not aware she was dead until he returned to the apartment two days later.
