State police said a man was arrested Thursday on several charges.
According to a media release, troopers from the Richfield Springs station charged Brandon S. Hilts, 27, Burlington Flats, with misdemeanor counts of second-degree unlawful imprisonment, criminal obstruction of breathing, fourth-degree criminal mischief (preventing an emergency call) and two counts of fourth-degree criminal mischief.
Troopers said they were dispatched to a residence on Arnold Road in the town of Burlington to check the welfare of a person who had not reported to work. Troopers said they found Hilts and the victim, and an investigation revealed Hilts refused to let the victim leave the residence after an argument by physically blocking two exit doors. He is also accused of choking the victim and breaking two telephones, making the victim unable to call for help.
Hilts was arraigned in Burlington town court and sent to the Otsego County Jail with no bail for violating parole. The victim was issued an order of protection.
